Naging tampok sa isinagawang Barangay Asembly Day ngayong taon ng Department of The Interior and Local Government (DILG) ang pangunahing agenda ni President Rodrigo Roa Duterte ang “PHederalismo”, na kung saan ito ay ginanap sa tanggapan ng DILG-Napolcom building Edsa  Cor. Quezon Ave, Quezon City nitong nakaraang Marso 21, 2017.

Naging tema sa isinagawang Barangay Assembly 2017 ang “Phederalismo Dito sa Barangay Mismo: Sulong Barangay kontra Droga, Krimen at katiwalian! Makialam! Makilahok! Makiisa!”

Sa isinagawang press conference na dinaluhan ng DILG executives at ng mga Barangay officials, si Undersecretary. Emily Ortiz Padilla ang nanguna sa binuong DILG Task Team sa usapin hinggil sa “PHederalismo” sa bansa.

Sinabi ni Usec. Padilla bilang DILG Focal Person on federalism at Undersecretary for Legislative  Liaison and Special Concerns, “No amount of real progress that trickles down to the poorest margin of our society can ever be achieved under a very restrictive unitary- presidential form of government. We have to have a substantive participatory  governance system where the local government units especially those from the countryside are accorded their rightful share in terms of wealth sharing and equitable resource-mobilization. This can only be achieved in a set-up where the grassroots political leadership is truly empowered and self-reliant. Thinking in the long-term , “PHederalism” appear to be the most logged and pragmatic solution  considering our diverse cultural conditions.” In underscoring the significance of mainstreaming the President’s Federalism agenda, ayon pa kay Usec. Padilla, “Our branding is dedicated to insuring that while we benchmark on the best practices of other Federal countries, we incrementally create a localized or indigenized Federalism model that takes into account our unique political and cultural experiences. Thus, the word “PHederalism”.

Dapat raw bigyan ng katahimikan ang bansa, at maniwala sa kagandahan ng mayroong umi-iral na Pederalismo. Kung hindi pa maisusulong ang Pederalismo sa panahon na naka-upo si Pangulong Duterte ngayon, hindi na mangyayari kailan pa man.

Samantala, Si DILG Assistant Secretary Roosque Calacat for Barangay affairs and Community naman ang nag elaborate ng mga gagampanang tungkulin ng mga barangay sa gaganaping national dialog hingil sa “PHederalism” sa darating na Sabado March 25, 2017. “ We must ensure that the barangay as the most basic political unit, are informed of the fundamentals of a proposed Federal Philippines so that we can solicit a more aggressive ground support for the same, ayon pa kay Calacat. ‘ We will make sure that for this year’s  Barangay Assembly, we will zero-in on the many advantages of going Federal thereby gaining more allies and cementing critical support in the process.,” diin pa nito.

Sa darating na Sabado March 25, 2017, karamihan sa bilang na 40,036 na Barangay sa buong kapuluan sa bansa ay magkakaroon ng kanya-kanyang assembly upang talakayin ang paglaban sa drugs and corruption at isulong ang charter change para mabigyang daan ang bagong Federal Republic sa bansa.
