The National Police Commission (NAPOLCOM) amends the guidelines for the annual observance of the Police-Community Relations Month (PCRM) to promote a more responsive community-based crime prevention programs for the Philippine National Police (PNP).
This was announced by NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao as the Commission issued Memorandum Circular No. 2017-002 dated June 2, 2017 which designates the Crime Prevention and Coordination Service (CPCS) as the appropriate unit of the Commission in planning PCRM activities.
The Commission has observed that the activities being organized in the early observance of the PCR Month are generally thematic on the shared responsibility between the police and the community in crime prevention and maintenance of peace and order, which are comparable to that of the activities organized by the CPCS for the annual observance of the National Crime Prevention Week (NCPW) every first week of September.
Vice-Chairman Casurao emphasized that the CPCS, in its engagements in the development and management of crime prevention programs, projects and activities, including organization and planning for the NCPW, has already established work linkages and networks with civil society organizations and government agencies supportive of the NAPOLCOM’s programs for the PNP.
“More importantly, the CPCS has been tasked to promote and implement the Community and Service-Oriented Policing (CSOP) System as a crime prevention framework that would strengthen consciousness among police officers of their key role in assisting local governments in the effective delivery of basic services to the citizenry and enabling communities to achieve socio-economic development,” Atty. Casurao said.
“The CPCS can, therefore, make use of the nationwide observance of the PCRM, besides that of the NCPW, as another launching platform in further promoting responsive and effective community-based crime prevention programs for the PNP,” Casurao added.
The CPCS will now be a part of the Technical Working Group (TWG) together with the PNP Directorate for Police-Community Relations (DPCR) in the organization, planning and community mobilization for the PCRM celebration.
