Sisimulan ng ipatupad sa Nobyembre 4, 2016 ang pagpapatigil sa pagbebenta ng lokal at imported na tobacco at pagmamanufacture nito sa Filipinas ng walang graphic health warnings. Kailangan umanong mayroong graphic health warning ang bawat kaha at pakete na imamanufacture ng kumpanya sa kanilang mga produkto, alinsunod sa Republic Act No. 10643. Ito ay ayon sa grupo ng New Vois Association of the Philippines (NVAP), sa ginanap na press briefing kamakailan sa Quezon City. “This means that cigarette packs must carry graphic health warnings and products with text only warnings are no longer allowed to be sold anywhere in the country,”
Ang Press Briefing ay pinangunahan ni New Vois Association of the Philippines (NVAP) President Engr. Emer Rojas, Anna Marie Kapunan, Spokesperson, Katipunars PS LINK, Ellirie Aviles, National President, Sigaw ng Kabataan Coalicion, Atty Jim Asturias at Jorge Banal.
Ratified in July 2014, RA 10643 mandates that all tobacco products being sold in the country carry graphic health warnings in the lower portion of cigarette packs covering at least 50% of both sides of the packages. The law, which passed Congress despite a strong tobacco lobby that has been stopping its enactment for seven years, imposes a maximum penalty of P2 million or a five-year imprisonment and revocation of business permit against erring manufacturers, exporters and distributors.
Nanawagan si Rojas sa mga may-ari ng sari-sari stores (convenience stores) na sumunod sila sa GHW law. “Ang mga tindahan ay dapat huwag ng tumanggap ng mga cigarette packs na walang larawan mula sa kanilang mga distributors o suppliers sa lalong maagang panahon dahil bawal nang magbenta ng sigarilyo ng walang larawan simula Nov 4, 2016. Iwasan nila ang old stock. Iwasan nila ang multa,” ayon pa kay Rojas, na kilalang biktima ng paninigarilio at cancer survivor.
Ayon pa kay Rojas, ang mga retailer na mahuhuling nagbebenta ng produktong sigarilio ng walang graphic Health warning ay pagmumultahin ng P10,000 (1st offense), P50,000 (2nd offense) at P50, 000 (3rd offense).
Sinabi naman ni Ellirie Aviles, National President, Sigaw ng Kabataan Coalition, “The youth should not be the replacement smokers for the sick and dying customers of the cigarette companies. All government agencies must protect us from tobacco addiction too. Let us support the implementation of the GHW law. We, the youth shall monitor its full implementation.”
“We should prioritize human health over profits and we should not sacrifice human lives over capital and income. It is our fervent hope that all stake holders respect and obey the provisions of RA 10643,” ayon naman kay Anna Maria Kapunan, spokesperson of Katipunars PS LINK.
